The building was constructed in 1918 as a movement to expand Congress Street. It was erected at the same time as the Rialto Theatre, which is just north of Congress Street.
The hotel is also home to a bar and a restaurant. The hotel got the name Hotel Congress via a naming contest run by the newspaper the Arizona Daily Star.
The hotel is famed for being the location where Most Wanted criminal, the gangster and bank robber John Dillinger was captured in 1934. The Hotel was placed on the National Historic Register in 2003. The hotel has twice been the recipient of a Fodor’s Choice award, the first time in 2006 and then again in 2008. Club Congress itself opened in 1985 and has become a popular spot for touring musical acts to perform in Tucson. The stage for the venue was entirely redone by Daniel Martin Diaz in 2005. In 2006, the club was awarded the Best Functional Art Installation by Tucson Weekly. It is considered the oldest continuous club of its kind West of the Mississippi.
