The island was created in 1789 along with the construction of the Haxall Canal. Originally, two islands were formed, separated by a spillway. Currently, there is only one island. The island is named after the first person to settle on the island, Elijah Brown, who received the land in 1826.

The island was home to the Confederate States Laboratory during the Civil War, which produced ammunition, percussion caps and other assorted ordnance for the Confederate forces. In 1894, a coal power plant began to operate on the island. In 1899, a hydroelectric plant also was installed.
The spillway between the two islands was closed in 1970. The island became part of the James River Parks System in 1987. The sculpture Headman was placed on the island in 1993, and depicts a man steering a batteau riverboat.
