Berg was born in the Bronx. He co-wrote the rock musical The 12 with Pulitzer Prize winner Robert Schenkkan. The 12 met universal praise and received the 2015 Henry Award for Best New Play or Musical. Three years later Berg would write Grumpy Old Men: The Musical, based on the Warner Brothers movie starring Jack Lemmon and Walter Matthau. The musical premiered at The Ogunquit Playhouse in Maine and was widely praised. Berg also created Neil Berg's 100 Years of Broadway, which is now the number one Broadway touring concert in the U.S.

Berg composed an off-Broadway musical The Prince and the Pauper, which opened at The Lambs Theater in 2020. Its soaring compositions were described by critics as “lively” and “remarkable.” Berg has occasionally worked in film, composing the score for the 2013 crime drama Once Upon a Time in Brooklyn as well as the score for the 2005 comedy Searching for Bobby D. He has won the 1995 Bistro Award for Best Musical, the Off-Broadway Alliance Award for Best Musical Revival and the Ellis Island Medal of Honor.
