The founders of the Russian Ballet Centre, Pasha and Kristina Kambalov invited long-time ballet supporters to serve as their board. The invitation was extended in November 1999 following an opening event at Newport's Greystone Plaza that same year with Robert Grenfell serving as president. To advertise that they intended to be a ballet company, the organization chose the name First State Ballet Theatre. It allowed individuals to appreciate the beauty and thrill of their art form by allowing them to participate in dance lessons and see performances from local dancers. They established the state's first professional ballet company in September 2008. They initially started the 2008-09 season with 10 dancers, and they've added personnel each year since.

In May 2000, at the University of Delaware’s Mitchell Hall, the first ballet, Coppélia, was performed.  Their debut season has seen a number of premieres that are sure to please ballet fans.
